sticky.io allows you to import Product License values in a CSV formatted text file with the following input fields. The Product Licenses can be uploaded under the Import Queue located within Insights > Import/Export Data.

The import Product Licenses includes product_Id and license_key. If a required item is not properly formatted, is not unique or is blank, the import process will skip that record and it will not be processed.
